English/Nat An international delegation has criticised both the Albanian opposition and government for their part in rioting this week that threatened to topple the elected leadership. Officials of the Organisation for Security and Cooperation in Europe (O-S-C-E) and the Council of Europe blamed ex-President Sali Berisha for the unrest. The Polish foreign minister heading the delegation said they condemned violence by Berisha's supporters against the government of Prime Minister Fatos Nano. The Greek alternate foreign minister warned that Berisha and his party could be isolated if they continued with tactics that undermine democratic institutions in Albania. The delegation met separately with Berisha, Nano and President Rexhep Meidani after arriving on Saturday on a mission to resolve the crisis that put Albania on the brink of anarchy for the second time in 18 months. SOUNDBITE: (English) "I had the chance in no uncertain terms to say also to Mr Sali Berisha that his tactics, the tactics of his party, have undermined democratic institutions and that if these tactics continue it is certain that the international community will isolate not only his tactics, but also him personally." SUPER CAPTION: George Papandreou, Greek alternate foreign minister and O-S-C-E delegate SOUNDBITE: (English) "And if we are to see a new constitution, stability, economic development, trust in Albania it is...all political forces must work within the democratic institutions." SUPER CAPTION: George Papandreou, Greek alternate foreign minister and O-S-C-E delegate SOUNDBITE: (English) "We are convinced that the international community will isolate all extremist groups and individuals who are working for the polarisation of Albanian politics. We expect also that that the genuine political dialogue will be restored. We emphasise also that any repressive measures should be avoided - it would create an obstacle to the political dialogue." SUPER CAPTION: Bronislaw Geremek, Polish foreign minister and head of O-S-C-E delegation SOUNDBITE: (English) "We think that the place of the political opposition is in the parliamentary ballot, not in prison and not in street demonstrations." SUPER CAPTION: Bronislaw Geremek, Polish foreign minister and head of O-S-C-E delegation SOUNDBITE: (English) "Mr Fatos Nano referred to his own record, his own period as a prisoner and he added that he would not allow a leader of the opposition to be thrown in prison." We begin our coverage in Albania, where Pope Francis traveled yesterday for his first apostolic trip in Europe, outside of Italy. After meeting with Bujar Nishani, President of the Republic and various civil authorities, the Holy Father celebrated an open-air Mass at Mother Teresa Square. The Mass was attended by an estimated 300,000 people, many of them Muslims. In his homily, Pope Francis recalled that Albania is a land of martyrs. It is a land that has suffered harsh persecution against Catholics, Orthodox and Muslims. He told Albanians that QUOTE “the eagle, depicted in your nation’s flag, calls to mind hope, and the need to always place your trust in God, who does not lead us astray and who is ever at our side, especially in moments of difficulty.” At the end of the day, the Holy Father celebrated evening prayer with a group of priests, seminarians, members of religious congregations and members of many lay movements. Before vespers, Pope Francis heard testimonies from Fr. Ernesto Simoni Troshani and from Sr. Maria Kaleta, both witnesses of the persecution suffered under communist rule. Both testimonies visibly moved the Holy Father. After the prayer, the pope made a last minute change: “I had prepared several words to tell you, and I will give it to the Archbishop so that he may send you the translation once it is done. But now, I would like to tell you something else.” The Holy Father proceeded to say that we are able to survive so much tribulation because God is the God of Consolation. He said QUOTE: “God consoles us in all our tribulations, so that we may also console those who find themselves in any form of affliction, with the consolation with which we ourselves have been consoled, by God.” Albania is predominantly a Muslim country, with Catholics making up about 16 percent of the 3 million inhabitants. Pope Francis is the second pope to visit the country. Pope St. John Paul II visited in 1993. Yesterday’s apostolic visit highlights the fact that Albania is an example of inter-religious cooperation and gives hopeful evidence that Muslims and Christians can live in harmony. And this past weekend, in Quebec, there was a meeting, a first of its kind. Cheridan Sanders was at the Catholic Connections in Restorative Justice Conference in Beaupre, QC and brings us the details.

Several of these states saw Albanian land as their own and theirs for the taking. The Albanians largely supported the Ottomans during the Russo-Turkish war of 1877, and the treaty of San Stivano that ended the war, gave Albanian land to Montenegro and Greece. As the century turned, Albanian demands for greater rights, and autonomy within the empire grew, and came to their peak with the Young Turk Revolution in 1908. The changes to the Albanian section of the empire including the increase of taxes, forced conscription and other issues, caused the Albanians to rise up in revolt, once in 1910 and again in 1912. The revolt of 1912 was caused by not only the failure during the Italo-Turkish war, but also by the Balkan war. With Albanian land and cities being occupied in all directions by Serbs, Greeks, Montenegrins and Bulgarians. This led to the Albanian declaration of Independence on November 28th, 1912. A declaration that was completely ignored by the occupying powers. But when the war ended in May of 1913, Albanian independence was recognized in the London Conference and Treaty of Bucharest. However, only about 40% of the ethic Albanian land was incorporated into this state, and most of the nation was occupied by great powers forces. A government was eventually formed under German prince William Zu Wied with Essad Pasha as Minister of War, Tribal leaders pledged loyalty to Wied, but he lost a large amount of support through his policies and reforms such as the separation of Church and State, giving autonomy to the Greeks in Epirus who had proclaimed their own republic, and having Pasha arrested and sent to Italy for alleged double service and conspiracy. Days after this, central Albania was in open rebellion. Wien left the country on September the 3rd 1914, having lost control of most of the country. Essad Pasha returned to Albania and seceded most of Northern Albania, which was primarily catholic to Serbia in return for military support and financial aid. This region had been claimed and heavily influenced by the Austrians for years, who had established deep connections with the Catholics in the region. With some Austrian support, a group known as the kachcuz operated gurellia fighting against the Serbs in late 1915.
